Every VOD and clip checked and recoverable

Recordings and clips are stored in more than one place and checked regularly. A video now plays only once a stored copy has been checked, holds keep evidence from being deleted or moved (clips follow their recording), and a monthly report lists stray files without touching them. Still to come: splitting very long recordings into parts, and repairing the few copies known to be damaged.
